Right of Way Administrator II

Job Summary

Provide guidance to team members and act as an agent for the Company in securing complex rights-of-way/easements for the installation of natural gas pipelines and appurtenant facilities; particularly on large projects.  Respond to non-standard departmental requests from internal and external parties.  Assist the Supervisor – Real Estate Services with a range of assignments with a moderate level of guidance and direction. 

Knowledge & Skills

Right-of-way Accountabilities:

  • Provide guidance to team members in the negotiation and acquisition of rights-of-way, properties in fee and licenses/leases.
  • For large and/or complex projects, negotiate and acquire rights-of-way, properties in fee and obtain licenses/leases necessary to facilitate the installation of natural gas pipelines and appurtenant facilities from property owners through ascertaining legal ownership; make proper settlement and recording documents.
  • For large and/or complex projects, research property deeds, plant records, subdivision maps and other legal records to determine ownership, property rights, easement descriptions and encroachments. 
  • Using CAD, prepare and/or assist team members with mapping exhibits attached to right-of-way documents, defining the location of the acquired pipeline easement, in a form necessary for recording in the various county recorder of deeds offices.
  • Process, or assist team members in processing, completed permanent files, updating indices of acquired rights-of-way for future reference and maintaining and updating the index system of pending jobs requiring a right-of-way.

Survey Accountabilities:

  • Supervise property and engineering surveys of substantial variety and complexity, including survey field operations and related correlation of research information through office calculations and preparation of plans and maps;
  • Utilize advanced surveying and computational techniques, including electronic survey instruments, industry specific software and complex trigonometric, geometric and algebraic calculations to summarize information gathered by field survey operation; and
  • Correlate information from research sources with survey field data to re-establish or restore existing property corners and lines or to establish new property corners and lines.
  • With a moderate level of guidance and direction, assist the Supervisor – Real Estate Services with a wide range of departmental assignments.
  • Oversee and provide quality assurance of departmental contractors.
  • Perform other duties as requested

Other Skills:

  • Ability to trace the ownership of property through all available public records, including recorder of deeds, register of wills, prothonotary, tax assessor, clerk of courts and mapping office to property to determine ownership.
  • Ability to analyze value of property and property rights and recommend consideration for purchase of land and right-of-way.
  • Ability to read and interpret engineering plans, topographic maps, or other materials depicting land use and ownership.
  • Knowledge of surveying instruments and techniques, math skills, personal computer operation and cartographic skills and proficiency in industry specific software, e.g. AutoCAD, COGO.  Knowledge of laws and regulations affecting land boundaries and conveyance of real estate interests.
  • Interpersonal skills necessary to provide guidance to other team members.

 

Working Conditions

Education

  • An Associate’s degree in engineering or real estate practices preferred.
  • Five years in right-of-way acquisition or related work.
  • Certifications: Registration as a Pennsylvania Notary Public.
  • Knowledge of the use and interpretation of property record indices in the various county Recorder of Deeds and Tax Assessment offices is required.
